That P3 in the Spokanistan area is fly what looks like a normal training sortie pattern very similar to what the KC-135 tanker crews nd the B-52 bomber crews would fly when we still had them. That smaller circle is centered on Fairchild AFB west of Spokanistan. P3's are a pretty common sight around here. Not sure how the Navy does it but AF would load up a single plane (B-52 or KC-135) with loads of pilots and navigators then spend all day flying circles and touch and go's to keep up training and crew skills. The area south of that big pattern is typically used by commercial and private planes coming in and out of Spokanistan international and Felts Field in Spokane proper.
