Anon. The variance would be primarily a function of network latency, not device latency. It would depend on network load, the path the packets take through the internet (which is variable), how busy the 8ch servers are when the HTTP request arrives (queuing latency), etc.
The amount of latency in the device and the local network infrastructure (between the device and the open internet) will be relatively constant.
We believe Q does some tunnelling for security and he probably has to measure that latency and account for it as well.
Device latency would be the smallest factor in this list of delays that have to be summed together to account for the end-to-end transit time from pushing enter to the reply being timestamped on the server.

There are two different things on the table here.

Q posts like an ordinary anon, with a device, going through some protected path and then across the internet. All the latency stuff I said applies.

Mil technology hacks the server and places specific posts into specific post numbers and time stamps. I don't know if Q does this. I believe MI absolutely has the CAPABILITY to do this; just don't know if they exercise that capability.
One time Q basically told us that they cannot control posting time to the second; minutes are significant but not seconds.
