The plan was to gut the USA and use its wealth to pay for the whole thing. They also needed another big chemical war which was to be the cover for a massive global population reduction. Hillary was supposed to win the election and start a huge war with Russia. She was to keep the TPP and TiSA, the open the USA's borders to the UN.
