I did wonder whether Chinese steel imported into an FTZ might be tariff exempt. This is covered by Ch 11.5(b):
"Grant Restricted Steel Products - Grant restrictions of some zones specify that steel products imported for use in the manufacturing of vessels and certain other products are subject to duties in accordance with applicable law if the same item is also being produced by a domestic steel mill (19 U.S.C. §1626 and FTZO 234 and FTZO 321). CBP assumes, when such steel products are considered for admission that a domestic mill is producing the same item and will demand an entry for consumption prior to delivery to the zone, unless written notification has been furnished to the Port Director by the Board that the same item is not manufactured by a domestic mill."
If POTUS has played his cards right (5D+) then the Chinese steel industry gonna be a hurting.
