If he's a striker and came in as a E-1, the timing makes sense.

 

NDSM? If he served stateside during Shield/Storm, and then discharged, that would be the only medal he was entitled to get.

 

This was the early 90's, and the Navy. We didn't hand out ribbons like candy then.

Considering his rate (AMS3, aviation hydraulics mechanic assigned to a P-3 squadron) and time in service, there's not much there. He earned a foreign service ribbon, though. Since he discharged from Spain, I'd bet his PN didn't even bother to put it in before he amscrayed.
