A bit of digging in Space X property. Boca Chita SpaceX site is at the very bottom tip of Texas in Cameron County. Right on top of Boca Chica State Park, or Brazos Island State Park, or Las Palomas Wildlife Management Area - Boca Chica, or Rio Grande Valley Natioal Wildlife Refuge. This appears to be either US government or state government property, so why does Space X have any say so over it? Perhaps they are "not raising any public objections" to the plan because they are not the landowner. Do they have a lease for the USA owned property, and another one for the Mexico owned property? How much of their 50 acres is on each side of the Rio Grande River? And who is Jose Ignacio de Trevino whose name pops up for 27,289 acres here? The current owner (?), if so, why would it be listed as "national wildlife". Sorry, I have more questions than answers, not accustomed to researching in TX.
