I think the following:

are "holds" in the execution (launch) of the plan. We know of the military antecedents of Q Team, and we know of some of their operational protocols. The most important to a SOF operation is "plan for chaos" and we know the SOF has a 12 step "Imperatives" list to do so.

Q's post here outlines what's happening during these "holds", and a reading of the SOF Imperatives tells us why, and what the options are. This is clearly part of "The Plan", By. The. Numbers. "Military Planning At Its Finest"
Is this Q Team giving us their timetable so the impatient static/chatter is minimized? I don't see the "holds" in minutes or hours, but likely days or weeks in which we can follow along with the 12 "Imperatives" and watch the chessboard of the greatest game being played.
