Dude had lots of charges against him, the cops finally tracked him down, and hauled his ass off. He was likely a dirty criminal with a really nasty rap. A liberal defender got a hold of the tape, and all charges dropped. A criminal is back on the streets, and cop out of the job because he was working this guy like he was a terrorist in Syria.
