What is this Internet Bill of Rights?

Would enforcement of the ACTUAL Bill of Rights alleviate the same issues?
Thanks, I've heard the same. Still, would need to see specifics before believing that it would be a good thing.
Much of our legislation has names which are pretty much opposite of their actual impact. (Patriot Act, Affordable Healthcare Act, Smith-Mundt Modernization Act, and so on).
