Because following the law, with full transparency, is indeed the most desirable course, with the most beneficial possible outcome for restoring the lost rule of law while hopefully catalyzing a rebirth of morality. An early crumb did talk about reorganizing the multiple intelligence agencies in such as way that the FBI is eliminatedeliminated as an independent entity. I get POTUS's concern that it be done in such a way that the public gains/maintains trust in the FBI and/or its successor agency.
