Rep Spano has a point. He should look into the Registered Seasonal Employees schemes of Australia and New Zealand.
Not perfect, but they allow foreign workers to enter for a set time to harvest for the farmer, make money to send back home, and then leave.
The workers are vetted to ensure they are not a flight risk, criminals, etc.
