The Mueller report has 2 objectives…

Justify the 2 years it took and the taxpayer expense.

If Mueller is bad, create an ongoing thorn for POTUS to bother him as he continues to MAGA; if Mueller is good, clear the way for POTUS to MAGA unhindered.
Because of objective number one we know that the report itself will be long and wordy and round about in everything it says. We may not see this version of the report but may only see a short summary of it written by Barr or Whitaker.
If Mueller is bad then the Democrats will be calling for the full report to be released, and maybe it will be. If Mueller is good then the Democrats will be happy with the short summary that the administration releases.
The way that Mueller will try to create a thorn for POTUS for years to come is to talk about all the additional investigations that should be launched into every person and thing Trump has ever touched, going back to his childhood, claiming that he (Mueller) didn't have the time, resources, or mandate necessary to track down all these leads, but that the House (AS) should use its considerable resources and authority to do this in time for 2020. My money is on this outcome.
