Step 1: Show the threat is bogus. At the same time, find out why this strategy is in play. That will tell you the real threat.
Step Two: Support representatives in refusing to buy into the bogus threat. Continue to research the real threat and make it public.
Step 3: If the investigation cannot be prevented, insist on real evidence; if not produced, call that out. Make sure EVERYBODY KNOWS! Keep investigating the real reason for the operation & collecting evidence that can reveal the truth.
Step 4: When the opposition tries to start a new cycle, present them with massive evidence that there is no threat. Make it public. Challenge their assumptions at every turn. When the moment is right, turn the tables on them and use the same exact approach to defeat them (except relying on real facts & logic).
