-paper/futures market manipulations.

-0% interest rates for almost a year prior to the abnormally low levels that seems high relatively speaking

-if they needed higher inflation levels to justify, they could start counting food, gas, utilities, rent, schooling, etc into the CPI (consumer price inflation) again. Higher official levels of inflation make SS payments go up also
