You don't want to divulge evidence you are going to be prosecuting them with.
If you are making a RICO case you don't want to alert the other possible bad guys under surveillance. You want to gather as much ammo as you can before you go to court and blow them away with it.
Provided you have a fair Judge of course.
So many LE will wait on a case and let a guy stay free for a while till they get a judge they know will give them a fair shot before they bring the case.
