GSDs (German Shepherd Dogs) are magnificent. The way he was talking, I think it was genuine admiration. POTUS is usually very straightforward. I think he was giving the GSDs who are in service their due.
Not to nitpick but GSDs are still very much in service with LE and Military, along with Belgian Malinois.
