Covered by comp'd law enforcement (not all). Covered by friendly corrupt pols who know what's going on in their communities. This knowledge is used to navigate around the good law enforcement agents and others digging, and also to eliminate competition when necessary. Also, it's easier to eat their own when required, in an area that's friendly to them. Look at who controls this area politically.
