I'm sure there's more than this to meet the eye. If it looks like the feds are going to build (and fully fund) a massive rail network across the entire country, why would you go it alone in your own state? Why wouldn't you sit back and let the feds take care of it so you can use the $$$$ for other stuff?
"Yeah, we said we were going to do it, but we changed our mind. But if you want to do it, go right ahead. And we'll even let you use our technical reports and design work!"
