I think LG saying he'll sign the bill then declare a national emergency to build the whole wall is the solution to the gotcha bullshit in the proposal. So,"Fuck you the wall is going up as we speak cancels the cave" and he can counter with they would rather risk a shutdown then fully secure the border, so they don't give a shit, but I do.
