My take is they're offering just enough to be able to say he caved if he accepts it and enough to throw the blame for a shutdown back on him if he doesn't.
I think LG saying he'll sign the bill then declare a national emergency to build the whole wall is the solution to the gotcha bullshit in the proposal. So,"Fuck you the wall is going up as we speak cancels the cave" and he can counter with they would rather risk a shutdown then fully secure the border, so they don't give a shit, but I do. Fov stays open ans we build the fucking wall.
Also, Cohen giving them the finger kind of sets up the all hat and no cattle image of blustering but impotent committees. Good timing.
He may have checked with Manchin before he went public. It's kind of an honest and consistent look from both, IMO. Both look independent and not stubbornly following the party line, but it doesn't effect the final result.
