The Latest: More troops heading to US-Mexico border

U.S. active-duty troops from dozens of units around the country are flowing to the southern border, as part of the latest plan to send 3,750 new forces to beef up surveillance and install more wire barriers.

 

As of this week, the military had installed about 105 miles of wire barriers along the border, and plans to put in another 140 miles of concertina wire. The bulk of that will be in California and Arizona, in locations between ports of entry that are identified by U.S. Customs and Border Protection as vulnerable.

 

Many of the troops who have been serving on the border mission are going home. As of Monday, there were a bit more than 2,000 active-duty forces there. That number is expected to go up to more than 4,300.

U.S. lawmakers late on Wednesday completed writing a border security bill that was expected to deny President Donald Trump's request for $5.7 billion to help build a wall on the U.S.-Mexico border, with the Senate and House of Representatives expected to vote on the bill Thursday.

 

A House Democratic aide said the final draft of the legislation was circulating among a group of 17 negotiators and was expected to be made public soon.

 

The aide added that the Senate would first vote on the bill sometime on Thursday. If it passes there, the House would then vote on final approval that evening, which would clear it for signing into law by Trump by a Friday deadline.

Bill introduced to fund government, prevent shutdown

 

Lawmakers introduced a bill late Wednesday night to prevent a second partial shutdown days before the deadline.

 

Rep. Nita Lowey (D-N.Y.), the chairwoman of the House Appropriations Committee, filed the legislation to fund approximately a quarter of the federal government roughly 48 hours before the funding lapse deadline.

 

โ€œWe cannot repeat the disastrous government shutdown, so it is incumbent on Congress to come together to responsibly fund our government. This legislation represents a bipartisan compromise and will keep our government open while funding key priorities,โ€ Lowey said.

 

With the tight timeframe, the Senate is expected vote first on the funding deal, according to a Senate source. The House is then expected to vote on the agreement on Thursday evening and send it to President Trump's desk.

 

The bill includes $1.375 billion for physical barriers along the U.S.-Mexico borderโ€”well below the $5.7 billion President Trump requested amount.

 

Trump has not specifically said they will sign the bill, though Republican lawmakers say they are optimistic he'll back it.

 

"My impression is he's likely to sign it but then to issue some sort of executive order to supplement those funds with other funds that Congress has already authorized him to tap," said Sen. John Cornyn (R-Texas), who rode back from El Paso, Texas, with Trump earlier this week.

 

Sen. Richard Shelby (R-Ala.), the chairman of the Appropriations Committee, added in a tweet on Wednesday that he had just spoken with Trump, characterizing him as being in "good spirits."

 

The funding agreement comes after lawmakers and staffers were still haggling earlier Wednesday about a handful of outstanding issues, including the type of physical barriers that could be used along the border and some of the locations.

 

A Congressional Democratic aide said the funding bill would only allow the administration to use "existing technologies" for fencing and barriers. It would also prohibit fiscal year 2019 or previous year funding being used in Santa Ana Refuge, La Lomita Historical Park, Bentsen-Rio State Park, National Butterfly Center and the Vista del Mar and points east.

 

Back pay for federal contractors impacted by the shutdown and an extension of the Violence Against Women Act (VAWA) were both left out of the bill.
