Meetings were held at the Department of Justice on whether President Donald Trump should be removed from office with the 25th Amendment after the firing of former FBI Director James Comey, former FBI Deputy Director Andrew McCabe writes in a new book.
“There were meetings at the Justice Department at which it was discussed whether the vice president and a majority of the Cabinet could be brought together to remove the president of the United States under the 25th Amendment,” CBS News’ Scott Pelley said Thursday in a preview of his forthcoming interview with McCabe.
Pelley noted that these meetings were part of an extraordinary 8-day period after Comey’s firing in which Deputy Attorney General Rod Rosenstein also suggested to senior FBI officials that he should wear a secret recording device in his meetings with Trump.

The 25th Amendment allows for the removal of the president of the United States if a majority of his Senate-confirmed cabinet believe he is no longer capable of discharging his duties while in office. Rosenstein reportedly speculated that he could convince at least two cabinet officials to sign on to a plan to oust Trump from office.
The deputy attorney general played a key role in authoring a memo justifying Comey’s firing, which faulted the former FBI director for his conduct during the investigation into former Secretary of State Hillary Clinton’s misuse of classified emails.
Rosenstein disputed TheNYT account of the meeting in September saying, “I will not further comment on a story based on anonymous sources who are obviously biased against the department and are advancing their own personal agenda.”
“But let me be clear about this,” he continued. “Based on my personal dealings with the president, there is no basis to invoke the 25th Amendment.”

WASHINGTON – President Donald Trump assured a crowd of law enforcement officials Wednesday that construction of a wall on the U.S.-Mexico border is "far along" and that it will be tougher to climb than Mount Everest.
"This wall is very, very on its way. It's happening as we speak," Trump told a gathering of U.S. sheriffs in Washington. "We're building as we speak in the most desperately needed areas."
The president did not specify what construction project he was referring to, but Customs and Border Protection officials had said they planned to build about 25 miles of concrete walls in the Rio Grande Valley beginning in mid-February using funds appropriated in 2018. The concrete portion of the wall will be built to the height of an existing flood-control levee and then topped with 18-foot steel bollard posts.
"It’s a big wall. It’s a strong wall, and it’s a wall that people aren’t going through very easy," Trump said. "They're gonna have to be in extremely good shape to get over this one. They would be able to climb Mount Everest a lot easier I think."
The president was clearly engaging in hyperbole, as Mount Everest is the tallest mountain in the world at almost 30,000 feet tall and more than 200 people have died trying to climb it, according to CNN.
Trump told the crowd that he is still looking at the border security bill that Republican and Democratic lawmakers crafted in an effort to reach a compromise and avoid another government shutdown. The package includes $1.37 billion for 55 miles of new border barriers. Congress is set to vote on the legislation Thursday.
The president, who had requested $5.7 billion, said he is "not happy" with the proposed deal, but most observers believe he will sign the legislation.

President Donald Trump just hit California with a huge bill, and he wants it paid immediately.
Earlier this week, California Democratic Gov. Gavin Newsom announced that he was cancelling the “eco-friendly” train system because it costs too much.
Trump took to Twitter on Wednesday to demand the money back that the federal government sent for the project.
The president tweeted that the liberal state owes the federal government that $3 billion dollars.
“California has been forced to cancel the massive bullet train project after having spent and wasted many billions of dollars. They owe the Federal Government three and a half billion dollars. We want that money back now. Whole project is a “green” disaster!” Trump wrote.

The president is looking to use the $3.5 billion dollars toward building another major chunk of the wall along the southern border between the United States and Mexico.
It appears that Trump is poised to sign the congressional border wall package, which only allocates roughly $1.4 billion for the border wall, and will look to pull money from other avenues that aren’t necessary or being used.
White House Chief of Staff Mick Mulvaney said on Sunday during an interview with MSNBC’s “Meet The Press” that Trump will cobble together money from other places.
“There are certain sums of money that are available to the president, to any president,” Mulvaney said.
“So you comb through the law at the president’s request … And there’s pots of money where presidents, all presidents, have access to without a national emergency,” he added.

So, the question now becomes: where are these “pots of money” and how does the president legally use them to build more of the wall?
Here’s part of the answer from Politico:
The White House is firming up plans to redirect unspent federal dollars as a way of funding President Donald Trump’s border wall without taking the dramatic step of invoking a national emergency.
Done by executive order, this plan would allow the White House to shift money from different budgetary accounts without congressional approval, circumventing Democrats who refuse to give Trump anything like the $5.7 billion he has demanded. Nor would it require a controversial emergency declaration.
The emerging consensus among acting chief of staff Mick Mulvaney and top budget officials is to shift money from two Army Corps of Engineers’ flood control projects in Northern California, as well as from disaster relief funds intended for California and Puerto Rico. The plan will also tap unspent Department of Defense funds for military construction, like family housing or infrastructure for military bases, according to three sources familiar with the negotiations.
Another Republican close to the administration predicted that Trump would cobble together money for his wall from multiple sources. That could mean signing a congressional deal likely to include only a fraction of the $5.7 billion he seeks while supplementing it with executive action that accesses billions more.
