Yes POTUS can go build it at any time, he has legal authority and he has funding (mil etc.) And he IS building the wall. Said so at the Rally this week. Building is continuing.
He's giving Dems every opportunity to come on board and for those who won't, there will be (election) consequences. Lots of voters will finally see the Dems as obstructionists and realize Los Zetas and El Chapo and other drug kingpins and human traffickers have been paying the Dem pols off.
That's the point.
They hoped to recruit enough comped cabinet members to vote for 25th amendment removal.
