The ONLY explanation for language like this being signed into law, is if the PLAN involves the invocation of Martial Law. That would neuter all of the provisions of ordinary law. If we declared Martial Law, that would be a pretty fu*$ked up situation - arrests? civilian unrest? I hope it doesn't get that bad.
