Might be why POTUS is signing it, VETO would be overridden.
Has to work around bullshit, so ya gotta do what ya gotta do. Hopefully national emergency issues takes precedence over wall conditions prescribed in bill and wall stopping migrants will remove importance of bill items benefiting migrants.
Have to hope at this point that bill will be used to show disregard of congress for national security.
