Looks like ammo storage from the pic. Ammo is stored in hardened shelters with earth piled on top to help disguise them and provide more protection as well. The box on the right looks like some kind of radar test facility. Radar at the center. The 'outfield' as it were is where they place different items and test the radar against them to determine what they look like on radar. At least that's what it looks like to me. Could also be some kind of electronic warfare range. The -130J's could be the EW variety.
