So many potential traps. Traps in the bill, traps in a National Emergency, traps in funding without the National Emergency. Legal hell.
Maybe the Administration can shoot the traps with raw Delta-V:
Hit the swamp with so many shocks tomorrow – in a single day – that the DS chain of command becomes shell-shocked, even decapitated, and can't spring the traps.
