They do have control over executive power. It's called the power of the purse. And this is a spending bill.

 

Congress doesn't have the right to tell the President certain things in how to accomplish the operation of the government, true. But they can damn sure determine what they spend money on, and don't.

 

Doesn't make me any happier either, but that's exactly how it works.
