In regards to nonviolent or non corrupt/fraud stuff I concur. The utter failure & driver of the drug issue is really " the "war on drugs" as it has created a huge population of "criminals" who actually aren't criminals, often it's b/c they just can't afford the alternatives.
This is also tied into our loss of that sense of community, less caring people = more people with drug/alcohol problems.
Poverty doesn't help either.
