I believe that Trump was able to squeez some of the budget from other earmarked spends. That is how he got to the 8 billion. Problem is he can't redirect budget money to a different project like the Wall. However, if he declares emergency it will allow him to redirect these funds to be used for the emergency. Which is building the Wall.
