Confused. Asked the question several times, but no one seems to be paying attention to the details. Why would POTUS sign this bill and then declare a national emergency when the language in the bill blocks many of the things that the national emergency is supposed to trigger? They will tie him up in the courts with this EO once he signs this bill, and the liberal judges will block it.
He might as well veto it and tell Mitch to come up with a stop gap measure to fund the government in the mean time.
