Cloudflare is a network security provider. They provide DDoS protection for 8ch. The most common DDos attack sends ICMP packets (ping tests) toward the attacked website. These pings are sent from numerous devices all over the world. They devices are infected with a trojan that is under the attackers command. DDoS is difficult to stop because so many devices are sending the pings. You can't just block their IP's because those devices are valid users on the network. Cloudflare uses a "scrubber" to filter the pings based on packet type (ICMP echo). Your PC could be sending them and you wouldn't even know. The Internet of Things (IoT) is often used to send the attacks. These are devices like your security cameras, smart TV, smart refrigerator etc….
