This has to do with the meltdown of a nuclear reactor. Nuclear fuel rods/plates are typically covered in liquid to keep them cool. The liquid boils, providing steam which turns a turbine, which produces electricity.
Q's post stated "NK's nuclear weapons and testing," which could mean that they were prototyping for nuclear reactors as well. Something to keep in mind, if the whole story ever comes out.
