Barr has some problems in his past with respect to the second amendment and his stance on the national security state. Rand doesn’t compromise on those issues, though I think he knows the plan. With enough votes, Rand can stand by his principles with no harm. Barr is being put in for a specific task.
I think it’s more likely that the state of emergency and troops are to thwart the cabals throwaway henchman from filtering in. (MS-13) As the enemy grows more desperate they will begin to resort to more obvious and unseemly tactics.
