Q was the "Special Package" the NAT EMERGENCY?

I'm starting to think that the military operation treats specific Presidential Powers like a field commander would treat artillery, or air support.

Infantry are the operators on the ground.

General AM Gray wrote about the "tempo" of operations in his book. I'm seeing the picture now.

This is a campaign.
