I think it was an impulsive decision he made in that meeting with Pelosi and Schumer to own the shutdown, knowing that his base supports the wall. He wasn't thinking about the opportunity he was giving to the Dems to corner him and then it just downward spiraled from there. Another shutdown is not going to work for him and he knows it. We are truly fucked now because what he's signing off on to avoid it is far worse than anything that we could have imagined.
