Are we looking at a pocket veto?

What happens if the president does not sign a bill?

A bill becomes law if signed by the President or if not signed within 10 days and Congress is in session. If Congress adjourns before the 10 days and the President has not signed the bill then it does not become law ("Pocket Veto.") … If the veto of the bill is overridden in both chambers then it becomes law.

If any Bill shall not be returned by the President within ten days (Sundays excepted) after it shall have been presented to him, the same shall be a Law, in like manner as if he had signed it, unless the Congress by their Adjournment prevent its return, in which case it shall not be a Law.
