Is the 9th Circuit the Court for the modern day Rebellion?

During that time, Congress was often in recess. Congress would recess because they didn't want to be on the wrong side. It was a Republican controlled Congress. Many Judges refused to decide on matters while the civil war was ongoing for fear of Treason.

When studying the Civil War ere legal cases we see many similarities happening now. Will they continue? We already know the legal outcome because we won the war. The legal outcome for the same/similar actions will be the same.
