He can not-sign-it all day long and it doesn't matter because it passed the house and senate with such overwhelming numbers that it will bypass his veto. It doesn't matter if he signs it or not. If he does not sign it they will just pass it over his veto.
He DID SIGN THE STATE OF EMERGENCY… which is why I posted bill coopers information.
