Maybe you're right. I listened yeterday to a Russian analyst (only in Russian and German, no English) and he explained that all the empty cities and buildings in China were built for Westerners to come there and work there.
And they'll stay empty and are maintained for only this purpose (and not only in China).
He said that the plan was and still is to reduce life's quality for westerners in the est drastically, to force them to migrate.
