Q drops are primarily meant to confuse and demoralize the enemy. Q drops incidentally also provide a little bit of comfort to patriots.
Patriots are not entirely exposed. Various good warfighters are defending the country silently. If you are a civilian and you worry about having no support from Q, realize that Q is just lighting fires to drive out the enemy. Q does not telegraph moves in advance. Find support from your family, your community, your friends, etc.
