Finally figured it all out today where it made sense.
I think POTUS is too good hearted and kind to arrest anyone and give them the death penalty. He is already hated enough. Signing the bill today damaged his own base, risking 2020 elections.
But that's the point.
Trump doesn't want to win again in 2020. He was only setting the stage. The next prez will have to finish it. It's going to be engineered that way. There will be no mass arrests, executions, etc, till after 2020. Might as well loosen that seat belt for a while, anons. We got a long way to go.
