Not a lawfag but, no they can not drag their feet on this. Potus atty's will ask for and likely receive expedited handling. Already seeing injunctions popping up in other states. Whichever districts lower court stays the NE Order, it will automatically be appealed. Request for expedited appeal. If any Appellant Courts uphold the stay, it will then go to SC. Since it's a Presidential Order, and a National Emergency, there will be expedited hearings.
