(His original text / copy?) Anyway, basically he thinks the 2017 post was drafted for… now. Today's NE declaration wasn't to secure Wall funding, he suspects, but to pre-position mil for the riots, escapees, attacks etc. initiated by the first high-profile public arrests.
Does that make sense?
One thought: Apparently the President could have redirected mil funding to the Wall without declaring NE:

So an alternate reason for the NE may be hiding in the shadows. There's some justification to look another reason, anyway.

That indicates the ENTIRE Ready Reserve can, in theory, be called up under this NE declaration, just as needed. Wall construction couldn't require many men from the Reserve, yet the NE green-lights EVERYONE. Here again, consistent with his suspicion.
