Capitalism is the consequence of the Neolithic Revolution, the invention of herding and agriculture.
Before the Neolithic Revolutions, humans lived in nomadic tribes, hunting and gathering and making war on neighboring tribes. Exactly as Williams says.
"Socialism" and the "Green New Deal" are simply schemes to overturn the Neolithic Revoution and return to primitive nomadic tribalism.
