I believe the 'official' reason she had been denied entry prior to the Trump Jr setup (for which she was granted a special entry visa approved by LL) is that she was known to be tied to the Russian government. That is, she was already banned from entry to the country because the government already 'knew' she was a Russian spy. They let her in specifically to set up Jr. in a collusion sting.
