Greg Hunter just pointed out a rather big point re: the order of signing the ExO BEFORE the Spending Bill

Since the XO was signed FIRST it circumvents much of the restrictions that were attempted to be put in place in the bill.

The Executive Order / National Emergency has precedence over the spending bill!
