In his Statement by the President, he calls out his position on pot: "Division C, section 537, provides that the Department of Justice may not use any funds to prevent implementation of medical marijuana laws by various States and territories. I will treat this provision consistent with the President’s constitutional responsibility to faithfully execute the laws of the United States."
So you go and pull up the bill to look at what it says about dope, and what is directly below it? A call out to NASA & China:

The Department of Commerce, the National Aeronautics and Space Administration, and the National Science Foundation shall provide a quarterly report to the Committees on Appropriations of the House of Representatives and the Senate on any official travel to China by any employee of such Department or agency, including the purpose of such travel.

So has NASA and the National Science Foundation been going to China? What is up with that? Have you seen SEC. 530.? Prohibits the hosting of Chinese by NASA.
