Under normal circumstances, I would agree, but this is anything but normal. Early 2017 Congress was full of anti-trumpers. The key that kept them from actually trying it is public opinion. They needed his approval rating to drop to a certain lvl and then they were going to go for it. Problem is, his approval kept going up, KEK.

There is a difference between cabinet-level and cabinet positions. CoS is cabinet level but does not require Senate approval. DHS, HHS, DOJ, VA, Treasury, etc, all require Senate approval. Those are the people in position to vote on Amendment 25. All other names are obfuscating the issue.
