As a Milfag, I know that date all too well. That's the final day of budget spending for the fiscal year. Every August and September if we had any money not spent, we spent it. Even if we didn't need anything we spent it because federal budget rules says "You use it or lose it." (Paraphrasing of course).
POTUS signing the funding bill just set up when the next shut down will occur. Every federal agency in that bill will run out of funding Sept 30, 2019. Meaning:
No extensions of funds past that date! Each agency has to spend what they got or lose it.
and
Once funding is out, POTUS can refuse to sign another spending bill unless it meets his demands! He can play hardball all he wants and Congress can't do a damn thing to stop him!
So, I expect after the Sept 30 deadline, we'll see:

Government agency shutdown, furloughing non-essential employees

Federal courts shut down due to lack of funding, setting up military tribunal takeover

RIF begins for real after 30 days

Arrests for treason and such will begin in earnest
I'm willing to bet my next paycheck that I'm correct. Or if you prefer, first round of beers at the parade on me!
