The Senate delayed the confirmation of RR because he had to stay "clean" if FISA was revealed. Appointed early February, confirmed (after 2 delays and "hours" of debates) April 25, 2017.

Dana Boente was the sacrificial lamb. The renewal of the FISA had to be approved by the AG, or in this case, the Acting AG.

In April 2017 POTUS already had a large portion of his Cabinet in place.
